EVOC opened in 2021, and the facility allows law enforcement officers, firefighters and ambulance operators to hone their driving skills on specialist tracks at a 40 acre site in Otay Mesa, providing hands-on educational facilities for officers and deputies needing to meet state-mandated training requirements.

The venue features three key areas to provide a variety of driving exercises. One designed for practising quick and safe responses to emergency calls, another to replicate town and city block driving, and the third as an open pad which can be used for exercises such as lane changing, controlled braking and driving in reverse.
